NWP Passenger Trains?

I asked a variation of this question once before and never got a satisfactory answer so I'm trying to simplify it.

If some group or company managed to get some suitable cars and engines and insurance to run a one time special rare milage or regularly scheduled excursion/dinner train on any portion of the line could the NWP just sign a contract with the operator and do it or does it have to go thru all kinds of environmental impact reports, regulatory approval and legal challenges from NIMBYS?

Is anyone seriously considering it?

Seems like the Bay Area population base would ride it if it arrived.
