I've had some very enjoyable rides on converted flatcars. You can see a lot more than you can see from a sealed passenger car. If they can identify a scenic section away from the cities that they can operate a tourist ride on, then they should give it a try. Roaring Camp in the south bay and Niles Canyon in the east bay are doing quite well. Why not try doing something like that in the north bay.
