Maybe you are reading too much into the word "trailer". Should I call them "portable buildings"? The Amtrak ticket WAS inside a brown portable building that was delivered to the location on wheels (ie, a "trailer"). I waited for my train inside that building, and I bought Amtrak tickets at the ticket counter inside that building. I also used the restrooms inside that building. I even have pictures of it buried deep in my closet. I have no idea what the time period was that the trailers were there, but they were indeed there. If you are talking about crew quarters, employee offices, etc, I have no idea what Amtrak did. I am talking about what the passengers used (including the Amtrak ticket employees)---trailers.
