SMART Claims NWP Willing to Forgo Freight

According to Farhad Mansourian, NWP is willing to forgo freight service during
SMART's construction phase. That would be about a 3 year delay for NWP.

Does anyone know whether NWP Co is, in fact, interested in such an arrangement?
