Suspension of freight operations would require Surface Transportation Board (STB) approval. Unless Washington permitted the suspension - an unlikely event if a shipper were to raise an objection - the NWP's common carrier status obliges it to handle freight traffic, regardless of SMART's desires. US statutes pre-empt local and state laws.
