Just a note on construction shutdowns. The CCT being owned by both the BNSF and UPRR have no problem with car hire and the delays incurred while the railroad is shutdown for construction. Since the CCT operates on a non profit basis and does not take the cars into it's account (if I am not wrong) things might be a bit different. Also Dick Samual's realtionship with his Class I connections makes it easier for him to do business.
I am not sure given the NWP's track record on car hire with the UPRR they would be so generous and the CFNR will interchange those cars promptly to get them off their books. Perhaps the NWP will ask the shippers and receivers to bare the brunt of the car hire??
Sorry just the pracrtical side of me after many years.
