I think (Mike correct me if I am misinfored)that the finalized operating agreement allows SMART to have long construction periods w/o freight. If I understood NWP could run on Monday and then again the following Saturday, however, if freight demands required a train could operate with 24 ot 36 hour notice on Tuesday through Friday.

This would in effect give SMART a 4 day uninterrupted work window.
