Mike,
A lot of things were considered, but there were a variety of issues that prevented such an installation. We did seal the building and were vigilant about keeping it sealed and keeping fuel away. Interest from grant / funding entities was building and we were in processing of putting together the plans and proposals for funding submission when this happened. A lot of structural analysis had already been done.
