If a local operating authority is set up right you have a General Manager or the like with a name and phone# and email address (OK, maybe I'm spoiled by the way Gene ran the CapCorridor...) rather than some faceless mob at Caltrans. Is there a Surfliner corridor manager at CT who doesn't also have 3-4 other jobs? As CapCorridor has shown, to make things run well, not just run, you need somebody who pays attention all the time. If a JPA can be set up for Surfliner that provides that kind of attention, it'll probably make things work better than they do now.
