After posting the previous message, I dug out both volumes of Stind's NWP book. His roster information credits NWP with five business cars, only one of which comes anywhere close to matching the same car type as your "Santa Rosa". It is NWP #1, built by Pullman in 1926, weight 173,760 lbs. and apparently originally named the "Balboa". Stindt shows this car purchased by the SP for the NWP on 7/12/1954 and outshopped by Sacramento on 11/4/1954, and named "Redwood" while on the NWP. NWP returned the #1 to the SP at an unspecified date, but probably around the time the NWP replaced its passenger trains with the Budd car around 1959.
I'll leave it to people who know more about SP business cars to carry things on from here.
