A pretty simple rule of thumb for branch line economics is it takes approximately 100 carloads per mile a year for a line to at least break even. I'm not familiar with the length of the Bitterroot branch, but at the given numbers of cars in the posts, if it's more than a few miles long it's not making any money.
I do know, however, the big driver for the Polson not being repaired is because the large sawmill at Pablo, MT shut down. Without it, there's not much out there.
