Politics aside, these protesters could easily be cited for Interfering with the Transport & Delivery of Interstate Commerce, a federal offense. Same thing with the Longshore workers in Kelso, WA., a few weeks ago. Of course we here all know that screwing around with or on a signal bridge can have serious safety implications.
As for KRK's theories regarding RR police being overwhelmed, they are quite used to being alone out there. That's why they have radios with all the local police agencies' freqs in them. The RR police can also call in the U.S. Marshall's Service, under the Federal law I paraphrased above.
