Actually, it's not a signal bridge. It's an Excessive Height detector. And UP couldn't care less, 'cause it has nothing to do with UP. It's at the Oakland International Gateway which is operated by the Port of Oakland and is served exclusively by BNSF. UP only runs an occasional yard job over to it to switch Unicold, which receives loaded reefers for transloading.

Several people have asked about the lack of a police presence. It's simple: a police presence would've resulted in a violent clash, as history has shown. So the decision was made to let 'em go do their thing, get on the TV news, and then go home.
