You're absolutely correct, My apologies.
This is the old Excess Height detector that SP installed on the lead leaving from the south end of the intermodal ramp going towards Magnolia. The sensors were on the aluminum pipes that hang down from the bridge structure, and were removed by UP a long time ago. The freight cars in the backgound are on the 700 Tracks at the south end of the Oakland One Spot. The area is easily accessible from Middle Harbor Road (the marchers went over the Adeline Street bridge on their way to the Port of Oakland; Adeline becomes Middle Harbor).
