More Talgo equipment at CEECO for painting?

Wed nite at 6 pm I saw Amtrak Cascades 470 Loco and 5 Talgo cars in CEECO yard.

Assuming they are there to be painted as CEECO has done two Talgo trainsets so far...

If they are painting what is the status of the Talgo cars? Rumors abound here and other RR sites that I won't repeat...but if CEECO is painting them, why would the State or Amtrak spend the money if some of the rumors are true???
