No, he's partially correct as I stated in my previous reply. There were at one time 12 passenger GP9s with dual control in the SP system. One of the T&NO units being transferred to the Pacific Lines in the late 1950s was instead reassigned to freight service and lost its steam generator and dual controls. Then there were 11.
