How so? The refineries up near Bellingham and Anacortes receive their feedstock from Alaska, and they pretty well serve the Pacific Northwest (and then some).
While prices would go up (because oil prices are a global commodity and priced accordingly), the PNW would continue to be well-served with a steady stream of oil tankers and barges.
