This was part of Al Gore's "reinventing government" program. This is why we all had to trash our TV's to go digital there. Many smaller communities with small TV stations simply lost their local TV stations since they couldn't afford to go with the required HDTV. Adding a lot of good equipment to the waste stream and quite a few people to the unemployment lines, all so the feds could auction off more frequencies for "wireless services".
