I agree with Gulch regarding Terminal 46 in Seattle. It's even worse now that BNSF installed a switch lead out the North end of SIG / Stacy St yard. While the City & Port of Seattle were smart enough to build a direct, elevated road from the I - 5 / I - 90 Interchange over the BNSF main line, everything gets backed up while BNSF blocks the only entrance / exit gate @ T - 46 for up to 20 minutes!!! Which reminds me, I've got to look through my BNSF Special Instructions & Timetables, given to me by a retiring engineer several years ago, and see if the City of Seattle has an ordinance regarding blocking grade crossings.
