The NCRA isn't even all that good at collecting (nevermind using!) the monies that they've been promised over the years. But your questions are dead-on.
NCRA aside, the city of Novata really puzzles me. Someone there (probably someone, plural) really has hard-on over trains running through the area again. Especially after the SMART votes, Novato's problem with the railroad really seems to go beyond issues with the NCRA. As has been said time and again, 101 is only going to get WORSE (and it's already pretty bad). Marin county, and Novato in particular, are really just hurting themselves in the long run.
That seems to the California way these days, though. NorCal is home and I miss it from time to time but I'm kinda glad I've jumped ship.
