As I mentioned, as well as many others, who post here, this is the first salvo fired by those who live along the right of way of the NWP to obstruct the revival of its service. I think the good news is that the City of Novato has only filed a writ of Mandamus, ie; have a superior court review some provision to cause a "person" to act or not act in a certain way. We have not seen or read in detail (or at least I haven't)
the specifics what it is they want the court to rule on. Until that occurs we only can hope for the best and the NCRA will have at least freight trains running N&S someday. Those who drive up and down 101 can appreciate how many big rigs are on the hiway. If only a few could be substituted for a rail car that in my opinion would be a step in the right direction.
On the other hand, Novato led the battle to shut down Hamilton Air force base, thereby elimenating a prime airfield from the bay area and a industrial zone with a rail head as well. If one looks at what the visionaries are doing with Mather Air Force Base in Sacramento, Marin could have had a similar thing along with a productive tax base. It would not surprise me however, to see the NWP thru Novato go the same way as Hamilton did.
