As someone already said, the CEO isn't driving a train, why would he be tested?

Drug testing had nothing to do with an agreement between the railroad the unions. It was mandated by the government. Neither side had a choice.

Also, for the record, on the UP the lower level transportation managers are randomly tested. I'm not sure how far up the ladder it stops.
