Ah no, the springs hold it on the wire. The air mechanism lower the pole if it comes of the wire, performing the same function of a [rope type] retriever. It's ironic that today's trolleybusses have a re-invented version of this type of base. I've seen them on trolleybusses in Wellington, NZ, and SF. Talk about overkill. The Muni's Marmons and Felxbles used O_B form 7's and Erall retrievers.
