At least San Diego has two possible raillines out of it, one a direct, straight-shot east (albeit slow, twisty, and partially runs into Mexico).
Eureka has a very, very long ways south before it hits and eastward mainline.
Coos Bay has a shorter line, but only goes to Eugene. Then you're stuck with running south over several mountain passes over a very long distance to get east - or going north, dealing with Portland, and then east.
There's a reason Vancouver, Kalama and Longview exist as ports. Frankly Astoria would be a better location strictly rail-speaking if its downtown wasn't gentrified and allowed to revert away from industrial use. Even Tongue Point which is still largely available isn't wanted by anyone (not enough room for industrial development or transloading facilities...heck even NOAA didn't want it.)
