WOPR would take over the remaining Oakland Terminal Rwy trackage and the remaining ex-Santa Fe (now BNSF) trackage in the Wood Street / 20th Street area.

Not indicated in the filing is who is behind the WOPR. Giving the similarity of the name, I wonder if they're related to the Richmond Pacific.

As an aside, UP has in the past attempted without success to find a contract switching operator to take over all the "Chicken Work" in West Oakland, so it'll be interesting to see how this plays out.
