Impact Transportation (seems like they might not've completely thought through the name of the company) is an outfit that does transloading at part of the old Oakland Army Base. They're bascially under the West Grand Avenue overpass, and are far as rail goes, receive inbound loads (covered hoppers, centerbeams) from UP and BNSF with the OTR providing switching service. They can be seen from southbound I-880, on the other side of the fence from UP's Desert Yard. So, it's indeed possible that they're the ones who've applied (or have been talked into applying) to take over the switching from the OTR, as I'm sure both BNSF and UP would be tickled pink to dump it.
The other area they propose to take over is the ex-Santa Fe trackage in the Wood Street / 20th Street area. It's not clear from the filing if they'll operate the two areas separately, or if they indend to cross over the UP on the old IER trestle.
