Was the collision on main track without a siding nearby? Does anybody know yet?

So if CTC, straight as an arrow, what are the reasons that either crew didnt see each other as the trains got close?

Sure, I understand stopping distances, but is it hilly and not flat to the point that they couldnt see each other at least a mile or two away?

Was there a siding nearby where the crew of one train thought that in the distance they saw the other train in the hole when in fact it was on the main?
