I like to engage in "mistake-ology," that is, trying to figure out how a mistake happened. If he had written "high speed rail" the sentence would likely have said what he meant to say. Although Seattle does not have light rail (Right? Buses and trolley buses, plus the Sounders, which are conventional commuter rail) the expression "light rail" gets used a lot in print and especially in Seattle, since its companion city, Portland, does have it. He put that down absent-mindedly.
Newspapers have copyreaders who are supposed to go over the material and fix mistakes, but again, budget cuts ....
