Even worse the subway will go from the Caltrain station that will not be used vary much after the new Transbay/HSR terminal as Caltrain will extend from 4th and Townsend to the Transbay terminal and most likely reduce or eliminate stops at the current depot.
I agree the Muni subway is like the big dig in Boston, HSR will not only help in the future, but also eliminate the airline shuttle between San Francisco and Los Angeles which in the long run will prevent the need for airport expansion as over 50% of the passengers in California travel between LA and The Bay, and reduce airplane greenhouse gasses. (I could care less if the airlines raise their fares due to low patronage).
As far as the taxes, I think we could solve the issue by stopping all Federal Mandated Programs that do not give 100% of the cost up front, remember the Supreme Court just told the feds that they cannot with hold Federal Funds for not doing what they want the State to do.
