I believe Amtrak tried to contract out with Subway on some Northeast corridor trains a few years ago but that ran into fierce opposition... mainly replacing union workers with non union...also the quality and variety of food was an issue
I don't know how much could be saved in labor costs... dining car crews on transcontinental trains work long hours and have to be put up in hotels at the end of the first half of a round trip across the country. The housing and costs of transporting workers from the stations to hotels is not cheap
It's not an easy life and if they tried hiring minimum wage workers who supplement their income with tips which is a common restaurant industry practice I don't think many people would last very long on the railroad
