No kidding. As "J" points out, transit agencies have limited budgets and resources and cannot afford to cater to everyone, plus they need a certain amount of downtime for equipment/system maintenance since buses, streetcars/trolleys/LRVs, and subway or surface trains can't run 24/7 indefinitely. Keep in mind, too, that most late-night users of public transit are well aware of the schedules and are quite capable of using alternate means of transportation; I did this all the time while I was stationed at Mare Island Naval Shipyard and NAS Alameda.
After all, "mass transit" is called that because it's primary purpose is to move large numbers of people, and not to move a handful of persons at odd hours of the night (that's what cabs and dial-a-ride services are for).
