No need for a loop, as there is a wye which straddles the intermodal facility south of the main yard; it will need to be rebuilt, but that's much cheaper than trying to relocate the entire shebang to Belen (good luck on that wild goose chase; there are no suitable locations in or near Belen that I'm aware of for a station site which also will serve as a crew change and refueling point, including in the Belen yard).
