UP's Roseville area timetable #5 lists the entire branch as FRA excepted track with the exception of MP 19.3 to 20.9 (Boardwalk to California St.) which is maintained as class 1 so that Roaring Camp's trains can get to the boardwalk. This was not overlooked, it was part of the original lease agreement RC had with the SP, which the UP is compelled to live up to. Sierra Northern inspected and maintained the track from Wrigleys to end of track as class 1 as well, but that leaves a gap from the Wye to Wrigleys that needs an inspection and may need some work before that dignitary train runs on the 9th.
