I remember that when passenger trains were regulated by the state P.U.C. and the railroads wanted to run some kind of special train for elected officials they would create a special one day only round trip fare of about $1 that was only valid on the special train and tickets were never offered to the general public.
I wonder how Oeration Lifesaver can run a special train and invite elected guests.
I know UP ran a special train from Stockton to San Jose many years ago and invited a lot of government people.
Also there was a special talgo train from SF to Monterey in the 90's to promote service to Monterey.
I don't know how those deals were arrainged but I don't think anyone was ever prosecuted.
Maybe elected officials can take those trips as long as they report them as gifts on their ethics disclosure forms
