So there are two points of potential misunderstanding here. First, this order is NOT for HSR trains but for conventional bilevel equipment. Second, California and 3 midwest states have pooled their orders to achieve a quantity (i.e. cheaper) per car price. It is my understanding that all the states involved agreed to certain specifications with only exterior paint and a few interior finishes differing.
