Nowhere in your attached CFR does it recognize the hauling of freight cars. AND, nowhere does it say that hauling freight cars is prohibited.

So where does that leave us? If he needs to drag around a gondola to load scrap in, no regulations seem to govern this. And what would be the limit, anyway? One car or twenty? Regulations as posted do not convey the opinion of FRA.
