One explanation is "scope of work." FRA is silent on craft distinctions (for example there is no requirement for a certified engineer to be a member of any particular union). As a practical manner the rule says that an MW person can operate a Brandt in the course of his work but cannot touch any cars that would be handled by a transportation employee. Of course the latter can handle MW cars in work train service.
