Actually, Tacoma Rail has been very responsive, it seems to me, to private and public and railfan access. TR has repeatedly hosted Mt. Rainier Scenic's steam locomotives, brought them down to the Tideflats for annual TR rail celebration (another event to note), plus Golden West's ill-fated steam trips, plus allowing SOW to try to make a go of it. Paula Henry, GM for TR, has really been great.
