From what I've read in the Puget Sound area newspapers, the oil coming west by train is going to the refineries at Cherry Point (Bellingham area) and Anacortes. Both of these refine mainly oil from the North Slope, and at least one of them indicated that it will be reducing that supply and replacing it with oil brought in by rail. Oil from Alaska is down considerably from its high when the pipeline first became operational.

Additionally, a couple of smaller refineries in the Tacoma area will be getting oil by rail, and have (or are about to) enlarged and/or built new rail yards to allow unloading from unit oil trains.

So for now, at least, it doesn't look as if U.S. crude is going off-shore from Washington State. Maybe our local gasoline and diesel prices relative to other parts of the country will go down a little, for a change.
