The proposed changes in the San Joaquin governance structure is similar to the Capitols and LOSSAN. Local actually are paying for many of the improvements, through local sales taxes, or through allocations of local transit funds, for such things as grade separation, double tracking, and on LOSSAN, these public agencies actually own or have operating rights over half of the corridor.
Amtrak continues of operate these trains, and the state share is still provided. The State has not done as good a job as it could have, and local frustration with the slow and plodding nature of Caltrans Division of Fail, failure to take into account local needs, and failure to push local priorities in the recent ARRA HSIPT funding fiasco were the last straws in a long and poor relationship with Caltrans.
