Cross out the "seems" part.
The first time a joint powers board was proposed for the San Joaquins occurred around the same time the CCJPA was formed (mid-1990s). The San Joaquin one fell through then because all counties from Stockton south felt Sacramento Country would hog all the money for itself.

Those shiny new platforms in Sacramento were designed around four car trains, and promptly hemmed in by the two freight mains.
