Yep, leave an essentially unneeded mainline in for 20 years just in case of a derailment that may or may not happen and possibly close the line for a day or two. If only there was another main line between Roseville and SLC.... Oh wait, there is. Planning for failure is a terrible business practice. Now if the removed main line is hurting capacity, then I'll agree it was a bad decision.
