Because the accident began (the fire in the engine) on either a state highway or on a road in an unincorporated area of Alameda County (CHP handles all roadways in unincorporated areas). I am not familiar enough with the exact/specific location of where this took place, and it sounds like there are different opinions on where the truck came from. But even if everything from start to finish was on private property, in all likelihood there would still be a CHP report. If there were injuries, no matter how minor, from the passengers jumping out of the truck, then I'm sure they would take a report. And since it involved a commercial vehicle with a failure, that's another reason why they would be interested in this. In the end, Drew is probably right---it's the insurance company's mess to deal with. But that doesn't mean that CHP will just drive by and do nothing. Accidents happen on private property ALL THE TIME, and accident reports are taken all the time. Example: You know when you see in the news an elderly driver who hits the gas pedal instead of the brake, and they end up sitting in their car in the middle of the lobby of a bank? You don't think the police will just drive on by and ignore it, do you? Of course they will take a report.
