If Congress gave Amtrak 1/10 of the funds it gives to highways, Amtrak and NM together could buy the line. Bit by bit, as freight railroads hive off stretches of line, Amtrak could buy them if they fit the system, and no longer be a slave to the whims of the freight railroad. After all, Amtrak got the NE corridor from Conrail, which in turn was the outcome of the Penn Central bankruptcy.
