"Made up" crews off the Extra Boards working road trains out of Oakland are quite common when no rested pool crews are in town.

UP has a lot of four-axle units on lease from Helm (HLCX units) and EMD (LLPX units). Some are from the large batch of GP38-2 and GP38-3 units that were on a 10-year lease from Helm beginning in 1998 and were subsequently returned upon the end of the lease period. UP also returned the SP 7240-series GP40-2s. So, with a couple hundred or so four-axle units returned and the purging of the SW1500s, there's a shortage of four-axle power. It gets worse as the existing units get older, become less reliable, and have more failures.
