Just noticed this on the UTU web site: [utu.org]

Towards the bottom of the article, there's this quote:

"The agreement was passed by nearly 60 percent of eligible train-service members that voted"

That's not what I'd call a landslide, and it doesn't even mention the number of members who were eligible to vote, but didn't. So it kinda goes back to your original question. Yes, the agreement was voted in, but not everyone was a happy camper about it.
