To the moving/consolidating/and changing of terminals and crew boards. Yes. The Roseville Hub Agreement.
To the slaughtering of the extra boards to ensure not $1 of guarantee is payed. No. The "Brotherhoods" don't control the extra boards. The company does.
On the UP every department & location on the entire railroad has a budget. The problem arises in that the people in charge of all those departments and locations are only resposbile for their little portion of the UP's overall budget. CMS (Crew Management Services) is responsible for paying any guarantee to the extra board employees. They obviously view paying any guarantee out as bad, so the extra boards are kept to the bare minimum (and frequently less than that) to minimize any risk at paying out guarantee. This results in several things. 1) Those on the extra boards work vitually every day provided they are not layed off in FR (federal rest account working the last 6 or 7 days straight) or some other status trying to have some semblence of a life. 2) The people on regular jobs or pools are bothered with constantly by crew callers who are trying to fill jobs, but have no extra board to do it. I don't blame the individual crew caller, since that shortened extra board was created by someone several pay grades above them, but it is still annoying to field calls all night and on the weekends (as they usally are) from crew callers that are asking will you work this job or that job, when you would just like to be left alone and work your own turn since you are still 8 times out on a pool and not scheduled to go out until the next afternoon, yet since they now just dropped the 7 spaces in front of you account no extra board, hey look, you are now first out and and better well not be doing anything becuase it is time to drop everything again, put your life back on hold, and go help "Build America", or in reality build the bonus of the CMS manager who decided on Tuesday that the extra boards were too long when there were actually a couple rested people at the same time.
