A lot of them were not African-American. I think the problem was more of the "Stockholm Syndrome" where they became a little too chummy with the people they were supposed to be supervising, if only because all of them spent so much time together on a cross-country trip. A lot of them were promoted to Chief from on-board services positions, and if they had lousy attitudes or other negative characteristics before the promotion, they had those same traits in their new position as well.
