My heart also goes out to those affected.
Arnold, the flash is the catenary being shorted out and hopefully (more than likely) being tripped to off.
One of the most dangerous parts of emergency rail recovery in instances like this is to verify that the overhead is not live as well as adjacent ones too.
When ANY accident occurs on electrified territory (at least this is what I know from over there) is that the pantograph is to be lowered. Obviously in this case with a major incident that is the last thing to think about. But for the recovery, they need to verify that the overhead is off.
I wonder how well educated the emergency responders where electrically powered trains are the norm know of overhead power issues.
