The Modoc Line was one of those lines that UP didn't want but, more importantly, they wanted to make sure no one else would ever get their hands on it to provide some form of competition in the West.

When the UP-SP merger was in the works, wasn't there a proposal by Dennis Washington to string the D&RGW, one of the two lines across northern Nevada, the Modoc Line and the Siskiyou Line into some sort of "alternate carrier" to the proposed "Big Yellow Goliath"?
